I think there’s a chance there are sector specific issues with service requirements, but I am really encouraged by the Public Sector Loan Forgiveness program. Theres a couple papers out there that have explored how to better design that program, and outreach seems to impact uptake in a meaningful way. I think the main issue is this all should be front loaded to the beginning of college instead of after.
